Indeed it has, and they deserve all the scorn and shunning they get.
In 1983 my 22 yo brother in law told me his 21 yo wife qualified as an FBI agent and I knew it was all over.
Buddy of mine’s dad is retired from the Massachusetts State Police. He mentioned on more than one occasion the FBI were often referred to as the Fumbling Bumbling Idiots. I think they’re just evil.

I hate to say it but your quote is on the money. I have had excellent working relationship with individual SA and agents when I was working but the organization claims expertise they just don’t have just to get more budget dollars. I’ve been in briefings that made you wonder how they came to that conclusion.
I’ve even repoed some instrumentation they borrowed from us and didn’t want to give back because We’re the FBI and we should have it before you plebes.
They do know how to make a PowerPoint deck look great. I’ll give them that.
Sadly, 90% of success in today’s corporate world is dressing the part, looking confident, and having a good powerpoint deck. The remaining 10% is nepotism, memorizing buzz words, and DEI. The DEI percentage, however, is increasing rapidly and will soon overshadow everything else.
